Compact, 14-inch and long-handled bolt cutters for wire, chain and bolts, ranked from live Amazon data.
Ranked by ToolboxTop10 from Amazon data captured Oct 10, 2026. How we rank
Bolt cutters use compound leverage to cut wire, chain, bolts and rod that would defeat snips or a hacksaw. We ranked 10 best-sellers from KNIPEX, RIDGID, Klein Tools, WORKPRO, STEELMAN and value brands on rating, review volume and features (a rating for hard metal, adjustable jaws, cushioned grips and multi-cutter sets).
The tools ranked here come from WORKPRO, SHALL, KNIPEX, SPENDINS, RIDGID, Klein Tools, STEELMAN, and ValueMax. Prices on these brands move week to
week on Amazon, and the deepest cuts usually land around Prime Day and Black Friday.

How we rank
Every tool gets one score from 0 to 100, weighted
45% on its star rating,
35% on how many people have reviewed it (more reviews = more
confidence the rating is real), and 20% on the features that
matter for the job. The list is ordered by that score. Best Overall is our pick for the
best all-around, ready-to-use tool; Best Budget the best value at or under
$25; and Money No Object the one to buy if price is no object.
The features score is built from rated hard (30%), adjustable jaws (25%), cushion grip (25%), a multi-piece set (20%), capped at 100. The review-count score is on a log scale, so each tenfold jump in reviews adds the same amount, and 5,000 or more reviews gets full marks. Open Why this score on any tool to see its numbers.

Buyer's guide
What size do I need?
8- to 14-inch cutters handle wire, small chain and bolts up to about 1/4 inch. 24- to 36-inch cutters give the leverage for 3/8- to 1/2-inch rod and heavy chain.
Hard vs soft ratings
Capacities are given by material hardness. Soft steel (under HRC 25) cuts easily; hardened steel (HRC 40+) like padlock shackles and high-grade chain needs a bigger cutter. Exceeding the rating chips the jaws.
Can it cut a padlock?
Small cutters usually can't cut hardened shackles. Use a 24-inch or larger cutter rated for hard metal, or an angle grinder.
Compact bolt cutters
Plier-size cutters like the KNIPEX CoBolt use compound leverage to cut bolts and hard wire with one hand. They're great in a tool pouch but won't handle chain.
Why adjustable jaws?
As blades wear, adjustment bolts or a cam bring them back together so they cut cleanly instead of crushing.

GRENPRO
GRENPRO 14-Inch Bolt Cutter, Cr-V Steel, for Bolts, Chain, Wire, Rebar and Metal Fence
4.4864 reviews$17.73
A 14-inch cutter marketed as ideal for padlocks, though its own listing limits it to 4 mm on hard steel.
Why we'd skip it
The listing says it's 'ideal for bolts, chains, padlocks', but in the same sentence rates it for hard steel up to only 4 mm. Hardened padlock shackles are usually thicker than that.
WORKPRO's 14-inch cutter, rated higher on hard metal, warns that cutting locks is not recommended.
It lists an '18-20mm maximum jaw opening', which doesn't change what the blades can cut. The WORKPRO 14-inch costs the same and gives honest ratings.
