CAT ratings say where a meter can safely be used: CAT II for plug-in appliances, CAT III for household wiring and panels, CAT IV for the service entrance. A CAT III-rated meter is built to withstand voltage spikes that can make an unrated meter fail violently. Unrated meters are fine for batteries and electronics, not mains.

Do I need True RMS?

True RMS reads accurately on distorted AC waveforms from dimmers, motors and electronics. For basic household voltage and car work, an average-responding meter is fine.

Auto-ranging or manual?

Auto-ranging picks the range for you, which is faster and easier for beginners. Manual ranging is cheaper and can be faster once you know what you're measuring.
